Vic: Govt outlines new racial vilification bill=2
He says the discussion paper and model bill for the proposed legislation recognises
freedom of speech carries a responsibility to respect the rights of others.
Offenders could be fined or jailed.
However, Mr BRACKS agrees it will be hard to prove offensive comments are made, but
says the proposal will discourage such action in the first place through the threat of
sanctions.
